Detention Time and Disinfection CT with EPA Baffling Factors

The Problem

Disinfection credit isn't earned by the average water molecule — it's earned by the fastest one. A clearwell might have a theoretical detention time of two hours, but if the inlet and outlet are close together, some water short-circuits through in a fraction of that, and the pathogens ride with it. That's why CT compliance runs on T10 — the time the fastest 10% of the water actually spends in the basin — not on the tank volume the drawings advertise.

The Approach

The chain is short:

HRT = V / Q    T10 = HRT × BF    CT = C_residual × T10

The baffling factor BF is the honesty coefficient, taken from the EPA Surface Water Treatment Rule guidance: 0.1 for an unbaffled basin with inlet and outlet close together, 0.3 poor, 0.5 average, 0.7 superior (serpentine baffles, perforated inlet, weir outlet), and 1.0 only for true plug flow — pipeline at least ~10 diameters long [1]. A tracer study can substantiate a better number; the custom entry is for that [2].

The tool also inverts the chain into the number operators actually want pinned to the wall: Q_max = V × BF × C / CT_req — the maximum flow at which the segment still makes its required CT. During startup, low flows make CT trivially easy; the check that matters is at design peak, and the max-flow output is that operating envelope in one number.

Field notes that keep the number honest
  • Volume is the effective volume at the actual operating level — a clearwell run at half depth has half the CT the drawings imply.
  • Residual decays through the segment; using the outlet residual is the conservative convention.
  • Segments in series (basin + pipeline) each get their own CT and the credits sum — run the tool per segment.

The required CT itself comes from the EPA tables for the target log inactivation at the water's temperature and pH — and the state primacy agency and the facility's permit govern [1][3]. Single file, vanilla JS, localStorage persistence.
